There Are No Quick Fixes for EU Enlargement: Carnegie Comment

Writing before the 14–15 December European Council, Dimitar Bechev of Carnegie Europe states that enlargement remains the most powerful foreign policy tool at the EU’s disposal. The dysfunctionality of the EU’s enlargement policy is expected to persist regardless of the outcomes of the upcoming meeting among European leaders. The dynamics have shifted due to Russia’s aggression, leading even traditionally skeptical countries like France to consider the merits of EU enlargement. However, there were still obstacles to overcome.
