The German Council on Foreign Relations (DGAP) has published a Memo “Serbia’s Crisis Tests EU Enlargement: Germany Should Act” authored by Milan Nič and Nikola Xaviereff. This study examines the current political crisis in Serbia and its impact on the country’s accession process to the European Union. It examines the nationwide protests that erupted following the collapse of the Novi Sad train station in November 2024, which sparked widespread opposition to President Aleksandar Vučić’s government. The report also examines the responses by Serbian authorities, including increased police repression and growing tensions between the government and civil society.

This publication aims to assess the impact of this crisis on Serbia’s European perspective and on the stability of the Western Balkans. The authors examine the challenges facing the European Union in its enlargement policy regarding a candidate country whose democratic standards are being challenged.
