Reviving Kosovo-Serbia Normalization Talks

June 11, 2026.

In the commentary Reviving Kosovo-Serbia Normalization Talks, Miloš Pavković, Fitim Gashi, Iliriana Gjoni, and Dimitar Bechev show that the stalemate in the Kosovo-Serbia dialogue is not due to a lack of agreements but to their failure of implement them, in a context where domestic political incentives, the collapse of constructive ambiguity and the European Union’s weakened credibility are slowing progress.

The authors highlight that tensions around the Association/Community of Serb-Majority Municipalities (ASM), the unilateral measures taken by Pristina, and Belgrade’s refusal to fully implement its commitments illustrate this implementation deficit. They call on the European Union to act as a more even-handed arbiter, by applying evenhanded conditionality and publishing a clear and enforceable implementation roadmap, while also strengthening coordination with the United States. Their main point is that normalization now depends less on drafting new agreements than on the political will to honor the existing ones.
